Here is a solution! I was able to open the Nvidia settings thru the PhysX item in control panel after doing this. Right-click on the bottom left of the screen and click "Command Prompt admin " 2. Note: if you installed the Nvidia stuff in a different directory replace the stuff in quotes with the directory to the exe 3.
