The only way I know that works to fix this problem is to clean install Windows 7. Even then I had one system that failed again at a later date. Since I started tracking this issue, there have been 3 instances that have affected my systems.
If Microsoft's code is not defective, then why doesn't chkdsk, sfc, other diagnostics, and "Windows Update Fix It" repair the problem? Or why doesn't Microsoft publish a generic or competent diagnostic process?
It looks like significant abuse of Monopoly power to me. The only way I know how to fix this problem reliably is to reinstall Windows and that takes less time than trying a dozen fixes from the Internet that don't work.
